Velachery Pedestrians crying for Help

  வேளச்சேரியில் பரிதவிக்கும் பாதசாரி

A Double Decker flyover is under construction in Velachery- Vijaya Nagar Junction in Chennai. Recently the one leg of the flyover from Taramani Link road to Bye pass road has been opened for traffic. The second leg between bye pass road to Tambaram road has been under construction for 5 long years now. 

சென்னை வேளச்சேரியில் ஒரு இரண்டு அடுக்கு மேம்பாலம் கட்டப்பட்டு வருகிறது. இதில் தரமணி இணைப்பு சாலையையும் பைபாஸ் சாலையையும் இணைக்கும் மேம்பாலம் திறக்கப்பட்டுள்ளது. பைபாஸ் சாலையிலிருந்து தாம்பரம் சாலைக்கு செல்லும் மேம்பாலம் கட்டப்பட்டு வருகிறது. 

In our interaction with Greater Chennai Traffic Police personnel in Velachery Traffic Police station, we understand after lot of deliberations and initiatives from Traffic Police only at one place near Canara Bank in Taramani Link road, a pedestrian crossing has been made by Highways dept.

போக்குவரத்து காவல்துறை மிகுந்த முயற்சிக்கு பின் நெடுஞ்சாலை துறையுடன் மன்றாடி ஒரே ஒரு பாதசாரி கடக்கும் பாதையை தரமணி சாலையில் கனரா வங்கி அருகே ஏற்படுத்தியுள்ளனர் என்பது அவர்களுடன் பேசிய போது தெரிந்தது.

Though Traffic Police has been taking initiatives in increasing the crossing points for pedestrians, they are facing stiff resistance from Highways Department and Traffic Planners.

போக்குவரத்து காவல் துறை பாதசாரிகளுக்கு சாலையை கடக்க பல இடங்களை ஏற்படுத்த முனைந்தாலும் நெடுஞ்சாலை துறை மற்றும் போக்குவரத்து திட்ட வல்லுனர்கள் வண்டிகளின் ஓடும் வேகத்திற்கு அதிகம் முக்கியத்துவம் கொடுப்பதால் பாதசாரிகள் தேவைகள், பாதுகாப்பு பற்றி சாலையில் வசதிகள் மிக குறைவாகவே உள்ளன.

This is to highlight that Traffic Planners who design and plan many systems on roads are considering the Pedestrians as Nuisance and hindrance to free traffic flow.

சாலையை வடிவமைப்பவர்களை பொறுத்தளவில் பாதசாரிகளை சாலையில் வண்டிகளின் வேகத்திற்கு இடைஞ்சலாக கருதப்படுகின்றனர். 

Anyone can practically see,  even poorly abled aged people have to jump the median opposite AGM school & Chennai Silks risking their lives everyday. Same situation at Metro water filling station in bye pass road.  Pedestrians are literally running to use the roads. If a pedestrian has to be law abiding , he / she has to walk half a Kilo Metre to cross a road.  

உடல் பலவீனப்பட்ட, மாற்று திறனாளிகள், வயதானவர்கள் கூட சாலையின் நடுவே தடுப்பிற்கும் விளக்கு கம்பத்திற்கு இடையே இருக்கும் குறுகிய இடைவெளியில் பூந்து செல்ல வேண்டிய சூழ்நிலை அல்லது சாலை தடுப்பை ஏறி குதித்து செல்ல வேண்டிய சூழ்நிலை. இந்த சூழலை ஏ.ஜி.எம் பள்ளி, சென்னை சில்க்ஸ், மெட்ரோ வாட்டர் நீய் பிடிப்பு நிலையம் என்று பல பகுதிகளில் தினம் தினம் நேரில் காணலாம். 

When Government agencies are spending Crores of Rupees for increasing the speed of the Vehicles, why not they spend for Pedestrian safety and comfort ??.  At present due to lack of respect for Pedestrian safety, more & More people are forced to use Vehicles to even go to a shorter distance. Already sedentary life style is killing City residents and by discouraging pedestrians, Civic bodies are actually killing the spirit of living of City Residents. 

வண்டிகளின் வேகத்தை கூட்ட அரசாங்கம் கோடி கோடியாக செலவழிக்கும் போது, பாதசாரிகளின் பாதுகாப்பு வசதிக்காக செலவழிக்க ஏன் செலவழிப்பதில்லை ????. பாதசாரிகளுக்கு சாலையில் முக்கியதுவம் இல்லாததால், வண்டி ஓட்டிகள் பாதசாரிகளை அலட்சியப்படுத்துவதால், பலரும் வண்டி ஓட்டுவதையே விரும்புகிறார்கள். ஏற்கனவே உடல் உழைப்பிலாத வாழ்க்கைமுறையினால் பல நகரவாசிகள் ஆரோக்கியம் குன்றியே காணப்படுகிறார்கள். சென்னையில் பாதசாரிகளின் உயிர் மீது பலருக்கும் மதிப்பில்லை இதனால் மக்கள் அன்றாட வாழ்க்கையில் உயிரின் அருமை தெரியாமலேயே நகர வாழ்க்கையில் தத்தளிக்கின்றனர். 

Responsible Citizens iYakkam has been raising this issue with The Chennai Corporation, Greater Chennai Traffic Police , Highways Department and every civic agency in this region for more than a decade. 

கடந்த பத்தாண்டுகளுக்கு மேலாக பொறுப்புள்ள குடிமக்கள் இயக்கம்,  சென்னை பெருநகர போக்குவரத்து காவல்துறை , நெடுஞ்சாலைதுறை மற்றூம் உள்ளாட்சி அமைப்புகளிடமும் பாதசாரிக்கு சாலையில் முக்கியதுவம் அளிக்க வேண்டிய அவசியத்தை வலியுறுத்தி வருகிறோம்.

After the interaction with traffic police department, we have decided to bring this to the attention of Velachery residents welfare associations and bring a platform for residents, who form the major chunk of Pedestrians to submit their views and needs to ensure safety of Pedestrians in Velachery, One of the Biggest assembly constituency of Tamil Nadu. Soon after our interactions with all resident welfare associations, we will invite Traffic Police Personnel and submit a memorandum to ensure safety of pedestrians in Velachery.

போக்குவரத்து காவல்துறையுடன் ஆலோசித்த பின்னர் வேளச்சேரி வாழ் குடியிருப்பு நலச்சங்ககளின் கவனத்திற்கு பாதசாரிகளின் அவல நிலையை கொண்டு சென்று நலசங்ககளின் கருத்துகளை கேட்டு போக்குவரத்து காவல்துறையுடன் இங்கு இருக்கும் பெரும்பான்மையான குடியிருப்புவாசிகளே பாதசாரிகளாக இருப்பதால் அவர்களின் நல மேம்பாட்டுக்காக உரிய சாலை வசதிகள் செய்வதற்கு விரைவில் காவல்துறையிடம் மனு அளிக்க உள்ளோம். 

Important Points to implement :

1. Every 100 metres there must be pedestrian crossing with a 3D painting of Zebra crossing with lighting and signals, especially under the bridges too.

ஒவ்வொரு 100 மீட்டருக்கும் சாலையை கடக்க முப்பரிமாண வரிகுதிரை சாலை கடப்பை வரைந்து அவற்றிற்கு போதிய விளக்கு வெளிச்சம் மற்றும் சிக்னல் பொறுத்தி பராமரிக்க வேண்டும்.

2. At Vijayanagar Junction, for every 2 minutes of vehicular traffic, 1 minute time must be given for pedestrian to cross the road, with clear signal for pedestrian in all directions.

ஒவ்வொரு வண்டிகளுக்கான சிக்னல் 120 நொடிகள்  வழங்கப்பட்டால் பாதசாரி கடக்க 30 நொடிகள் வழங்கப்படவேண்டும்.

3. "NO Free Left Turn" should be mandatory in all signals. Vehicles waiting time must be given for pedestrians. சிகனல் வழங்கப்பட்டால் மட்டுமே இடது புறம் திரும்பலாம் என்ற நடைமுறையை அனைத்து சாலைகளிலும் கடைபிடிக்க வேண்டும்.  வண்டிகள் காத்திருக்கும் நேரத்தை பாதசாரிகள் கடக்க பயனபடுத்த வேண்டும்.

4. Construction materials must not be allowed to be put in any road as its obstructs the path of pedestrians and endangers lives. கட்டுமான பொருட்களை சாலைகளில் போடுவதை தடை செய்ய வேண்டும். இந்த படத்தில் உள்ளது போல்

பொருட்கள் நடைபாதைகளில் போடப்படுவதால் பாதசாரிகள் நடப்பதற்கு மிகுந்த சிரமத்திற்கு உள்ளாகின்றனர். பல சமயம் விபத்தும் ஏற்படுகிறது.
